Problem Note 69579: A SAS® Infrastructure for Risk Management 3.6 instance fails with a cyclic dependency error

If SAS Infrastructure for Risk Management intermediate libraries have similar names (such as pa_test and pa_test2), new instances that you create fail with the following type of error:
ERROR com.sas.solutions.risk.irm.server.jobflowexec.JobflowExecutor - Caught exception in preparing the execution of flow instance XXX java.lang.IllegfalArgumentException: Found cyclic dependency
